NYC DOB Third-Party Elevator Inspection Pilot Program

Starting June 1, 2025, the NYC Department of Buildings’ Third-Party Elevator Inspection Pilot Program goes into effect — and Lerch Bates is ready to support your team.

What is the Third-Party Elevator Inspection Program?

From June 1, 2025, until December 31, 2025, the DOB is allowing approved elevator agencies to perform acceptance tests for new elevator installations, alterations and modernization work. The acceptance tests must be performed in the presence of a witnessing elevator agency, such as Lerch Bates.

What does the process look like for this program?

1. Contact Lerch Bates to hire us as your third-party witness to the acceptance test performed by your elevator contractor.
2. File the application as a PPN to DOB.
3. Notify the DOB at least 10 days before the final acceptance test/inspection with the date and time of the inspection.
